1. Your Company Must Be Registered in Türkiye
Registered as a Joint-Stock Company (A.Ş.) hoặc Limited Liability Company (Ltd. Şti.) in Türkiye [4][5]
Foreign ownership? No problem. You’re still eligible, as long as you have an entity in Türkiye. [4][5]
At least one active employee on payroll (a software developer strengthens your application) [4][5]
No outstanding tax or social security (SGK) debts (or arrange offsetting) [4][5]
2. Your Company Must Have a Turkish Banking & Payment Setup
Company has an official Turkish bank account [4][5]
All eligible expenses are paid directly to and from this account — no third-party or personal payments [4][5]
You can obtain stamped bank receipts (kaşeli banka dekontu) for every transaction [4][5]
3. App Store Accounts Must Be Published By A Turkish Entity
Google Play and/or App Store developer accounts are registered under your Turkish company name [4][5]
Apps are live and published under these accounts [4][5]
Revenue and user data are tied to the Turkish company entity [4][5]
4. Your Turkish Entities Must Have an Export and International Focus
All subsidised spending targets international markets (not Türkiye) [1][4][5]
No Turkish-language-only campaigns or domestic-market expenses in your claims [1][5]
You can prove which countries or markets each campaign supports.[1][5]
5. Have a Turkish Exporters’ Association of Service Providers Membership

You have your company’s KEP (Registered Electronic Mail) address set up and active
6. Identify The Expense Categories You’d Want To Claim
Understand that advertising / user acquisition support is typically described as 60%, with 70% in designated target markets.[1][5]
You understand that approved software / tools may receive support, but caps vary by source and program track.[1][6][7]
You understand that app store / platform commissions may also be reimbursable, but the exact percentage and cap depend on the current rules.[1][3][5]
You understand that market-entry expenses such as localization, hosting, and related services may be supported under separate rules.[1][5]
7. Check and Confirm Your Tools; Get Pre-Approval of Tools (Before You Spend)
These categories require approval from the Exporters’ Association before any money is spent:
Marketing & Analytics Tools — Tenjin, Adjust, Sensor Tower, Mobile Action, Adapty, Amplitude, etc. (50% back, up to $70K/year) [6][7]
Market Entry Activities — Localization, translation, voice-overs, hosting, AR/NFT/Blockchain integration (50% back, up to $200K/year) [6][7]
Advertising campaigns run on eligible platforms: Meta, Google, TikTok, Apple Search Ads, AppLovin [6][7]
Do not assume a vendor is eligible unless the current program documentation confirms it. [1][6][7]

8. Prepare for Retroactive Claims (Spend First, Then Apply)
These categories are claimed after spending, within a 6-month window:

9. Have Proper Documentation: From Day One
For every single claim, you’ll need:
Stamped bank receipts from your Turkish company’s bank account
Invoices and contracts clearly detailing services and amounts
Platform screenshots and campaign reports (proof of ad spend)
Proof of service for tools, localization, or development work
All documents submitted via KEP to the Exporters’ Association (regular email won’t be accepted)
10. Tukiye’s Tax Advantages: Make Sure You’re Setup Correctly
You should not assume blanket VAT exemption on all international app sales without confirming the applicable tax treatment for sales and structure. [6]
4% corporate tax rate on tech exports. However do not assume that you are in a specific corporate tax rate. Please verify your classification with your accountant. [6]
Get in touch and under advisement of a Turkish tax advisor to see if your company may also qualify for other regimes such as free zone, R&D, or design center incentives [6]
11. Timeline & Expectations
Company must be at least 1 year old to claim advertising reimbursement
Retroactive claims cover the previous 6 months of spending
Expect approximately 5 months from submission to payment
Double-check everything. Any errors on paperwork will cause delays
